PROJECT TECHNICAL STAFF III (Research Analyst)

SCOPE OF WORK:
The technical staff will provide support and assistance to the following core activities and programs of the UniFAST Secretariat: (i) policy research (ii) strategy development; (iii) data collection, management, and analysis of collected primary and secondary data; (iv) monitoring of all UniFAST programs and activitiesand (iv) conduct, oversight, or administration of process/program evaluation and/or assessment studies. He/She will be working on a daily basis at the UniFAST Secretariat office and will report to the Executive Director and/or project leader of the corresponding UniFAST core activity the technical staff is assigned to.
MINIMUM QUALIFICATION REQUIREMENTS:
- Bachelor of Science degree, preferably in the fields of Economics, Mathematics, Statistics, or any of the Social Science or Physical Science programs;
- At least 3 years relevant work experience in the fields of economics, human development such as education, skills development, health economics, and labor economics, and community development and with knowledge of and experience in government program operations and/or monitoring and evaluation methods and implementation;
- 8 hours of relevant training;
- Career service professional;
- Adequate background on database development and management;
- Strong proficiency in data processing and econometric analysis and has familiarity with computer applications used in economic analysis;
- Proficient in the use of Microsoft Office applications; and
- Commendable communication skills.
JOB DESCRIPTION:
Under the supervision of the Executive Director and/or project leader, the research analyst-technical staff will:
- Undertake tasks such as the conduct of literature search and review, qualitative research using various methods, quantitative analysis including the collection, cleaning and processing of various types of datasets using the appropriate statistical software and other necessary research applications and software;
- Assist in the drafting of technical notes, policy briefs, research papers, background notes and presentations,
- Assist in the development, updating, and improvement of the UniFAST primary and/or consolidated databases;
- Assist in the conduct of quality, validation, and accuracy checks on the outputs of the UniFAST Secretariat including but not limited to collected/consolidated database, technical reports, policy-research results, monitoring reports, and assessment and evaluation reports;
- Properly document all research-related activities, which will serve as important reference or inputs to management reports;
- Perform monitoring activities, both from the central office and on the field, as needed; and
- Provide other technical support as may be requested by the Executive Director and/or project leader.

Education Knowledge and Experience - Possesses strong analytical and technical skills, including an understanding of the core human development data sets, indicators, tools for analysis of this data, and the use of evidence for policy.
Integrative Skills - Working to develop an integrated view across all facets of current sector.
Technical and Quantitative Skills - Some level of experience in conducting independent research and analytical work related to: (i) human development, (ii) policy design; (iii) risk and vulnerability; (iv) monitoring and evaluation of government programs.
