Atty. Estevez entered government service as a legislative staff member in the Senate in 2007 and in the House of Representatives in 2011. He later rejoined the Senate in 2012, where he served as a legislative staff member until 2017.

He was appointed to the Presidential Legislative Liaison Office (PLLO) on January 6, 2017, where he assisted the PLLO Secretary in promoting presidential initiatives and acted as a conduit between the Office of the President and individual members of Congress, non-government organizations (NGOs), and other cooperative interest groups supportive of the President. He also helped draft bills and resolutions to ensure that policies and legislation aligned with the legislative agenda of the President or the administration. He left the PLLO on June 2, 2020, to join UniFAST.

Before joining the government, he taught music, religious education, humanities, and law courses in public and private higher education institutions (HEIs). He also delivered lectures and served as an adviser for Mandatory Continuing Legal Education (MCLE) programs for various civic and non-government organizations.

Atty. Estevez earned his Bachelor of Arts in Philosophy from Rogationist Seminary College–Adamson University and his Bachelor of Laws from the University of Santo Tomas–Legazpi, Inc. He also holds a Master of Arts in Religious Education from Ateneo de Manila University, a Master of Arts in Public Policy from the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan, and a Doctorate in Public Administration from La Consolacion University Philippines.

Additionally, he completed an executive course on Leadership, Innovation, Communication, and Knowledge Management at the Development Academy of the Philippines–Graduate School of Public and Development Management (DAP-GSPDM), where he received a special citation award for his Superior Policy Foresight Paper entitled “RLE (Responsive, Live, Easy) UniFAST Assistant.” He also finished an Executive Course in the Global Academic Leadership Program at the Asian Institute of Management (AIM).

Atty. Estevez was also appointed as the Deputy Executive Director of CHED and is currently serving as the Officer-in-Charge (OIC), Executive Director of the UniFAST Secretariat. He supports the UniFAST Board in carrying out its functions under Republic Act No. 10687, otherwise known as the “UniFAST Act,” and oversees the implementation of student financial assistance programs under Republic Act No. 10931, or the “Universal Access to Quality Tertiary Education Act.” He has served as Chairperson of the Search and Evaluation Committees for the President of various state universities and colleges in this country. Atty. Estevez also served as the OIC University President of Sorsogon State University in July 2022 and Bukidnon State University from October 2022 to February 2023.

He is currently the CHED representative serving as a permanent resource person of the governing boards of Aroroy Municipal College, Daraga Community College and Polangui Community College. He is a lawyer, a teacher, a public finance specialist, and a dedicated public servant.
